This card is often used in combo decks that aim to win the game quickly by generating a large amount of mana in a single turn. Decks that can take advantage of the temporary mana boost and the ability to discard their hand for value, such as Storm or Reanimator decks, benefit the most from Lion's Eye Diamond. While there are other powerful mana acceleration cards in Magic: The Gathering, such as Black Lotus or Mox Diamond, Lion's Eye Diamond still sees play in competitive decks due to its unique ability to provide a burst of mana at instant speed.

The ability is a mana ability, so it is activated and resolves as a mana ability, but it can only be activated at times when you can cast an instant. Yes, this is a bit weird.
