However, there are potentially better options such as Lightning Bolt or Chain Lightning which offer more immediate and efficient damage at the same cost, making Fervent Paincaster less likely to see play in competitive Magic: the Gathering decks.

You can’t exert a creature unless an effect allows you to do so. Similar effects that “tap and freeze” a creature (such as that of Decision Paralysis) don’t exert that creature.
