An Offer You Can't Refuse would be beneficial in a control deck that aims to disrupt the opponent's spells while generating additional resources for itself. However, there are better options such as Mana Leak or Counterspell that provide more consistent and efficient spell disruption. While the Treasure tokens can provide additional mana acceleration, the cost of U might be too restrictive for its impact, so it may not see much play in competitive Magic: the Gathering decks.
