This card, Smogsteed Rider, would be beneficial in a black-based aggro deck looking to push through damage quickly by making other attacking creatures harder to block. However, in the current Magic: the Gathering meta, there are likely better options available for a similar effect, such as Master of the Feast or Herald of Torment, which offer more impactful abilities for their mana cost. While Smogsteed Rider may have niche uses in certain strategies, it may not see widespread play due to stronger alternatives in the format.
