High Perfect Morcant would thrive in a Golgari (black-green) Elf tribal deck that leans into -1/-1 counter synergies and proliferate value, especially in Commander where a wide board of Elves is easy to assemble. The card rewards you for doing what Elf decks already want—flooding the battlefield with cheap mana dorks and token-makers—by steadily shrinking opposing boards, while the tap-three-Elves ability turns excess creatures into repeatable proliferate to snowball -1/-1 counters, planeswalkers, poison counters, or experience counters. It would be strongest in a more midrange or attrition-focused Elf build rather than all-in aggro, and could also support a poison (Infect/Toxic) subtheme.
