A deck that focuses on putting a lot of counters on permanents or players, such as a +1/+1 counter deck or a proliferate strategy, would benefit from using All Will Be One. However, there are better cards that offer similar effects with lower mana costs, such as Impact Tremors or Purphoros, God of the Forge, making All Will Be One less desirable for competitive play unless in a specific theme or casual setting where the flavor of the card is valued more than its efficiency.
